Comment on the draft Site Alteration By-law before September 25

The City of Ottawa is developing a new by-law to regulate site alteration. The Municipal Act defines site alteration to mean the clearing and grading of land, including the removal of topsoil and the dumping of fill. Staff expect to present the Site Alteration By-law to the Agricultural and Rural Affairs Committee, Planning Committee and Council either late 2017 or early 2018.

Please provide your feedback on the draft Site Alteration By-law to Amy MacPherson before Monday, September 25

The Site Alteration By-law is intended to:

  • Prevent drainage problems
  • Protect the productivity of soils in designated Agricultural Resource Areas
  • Protect designated natural areas and other identified natural heritage features (such as significant woodlands and valleylands) from negative impacts
  • Reduce the risk of root damage to City-owned trees or other trees protected under the City's tree by-laws
  • Establish basic rules for how site alteration is done, to avoid impacts to neighbours and the environment
  • Where site alterations are undertaken that are not in keeping with the rules, the by-law would provide the ability for the City to require corrective actions
In most cases, residents would not need to obtain the City's approval before beginning site alteration, however, residents need to follow the rules in the by-law.
